It’s tucci must-read if you want to understand tax reform. It helped me understand the tradeoffs that cause legislation be so convoluted – even one intended to simplify the tax code. Great book, if you’re interested in learning about how our government works and how much the gycci has very little do to with laws being created.

While the backroom deals and the outcomes are there, it is nowhere near what we have today with open and legal bribing of lawmakers but it does show how it all become so corrupt under the Reagan administration. It truly started in the Treasury building, where Secretary Donald Regan, at President Reagan’s insistence, convened a panel of experts to imagine a perfectly equitable tax-code, one that would be revenue neutral, wouldn’t change the distribution of costs across income groups, and would have few political considerations.

A good grasp of these details requires the reader to pay close attention but this stuff is all guccl the book. The book was never a runaway best-seller, but it became a standard political science course text and a cult favorite among Washington policy wonks. Current Ways and Means members say they anticipate spending a full week on their markup.
